Is this because the final decs are out and non-runners will be treated as normal on-the-day non-runners or could any of them be pulling a fast one?

Exactly. Hills didn’t go NRNB at all this year which on one hand is shameful and on the other, useful for those wanting the (slightly) bigger prices at greater risk.
